DTC established the McAllen Foutch Scholarship in 1997 as a lasting memorial to Mr. McAllen Foutch, whose efforts were so vital to the founding of DTC. The scholarship program offers educational opportunities to deserving high school seniors who exhibit outstanding scholastic abilities, leadership qualities, citizenship and character including participation in school and community activities.
Applicants must be a graduating high school senior, who is an active member or whose parents or legal guardian are an active member of DTC Communications and reside full-time in the cooperative’s service area. Active members include those who have basic telephone service from DTC Communications.
All information must be completed in its entirety and submitted by close of business on March 1, 2019.
DTC Communications is proud to partner with the Foundation for Rural Service (FRS) in the 2019 College Scholarship Program. FRS, in cooperation with NTCA-The Rural Broadband Association, seeks to sustain and enhance the quality of life throughout rural America by advancing an understanding of rural telecommunications issues. In keeping with its mission, furthering the education of rural youth is one of the foundation’s primary focuses.
Our company, DTC Communications, is a member of NTCA and is proud to support FRS in this worthy endeavor.

Applicants must be a graduating high school senior, who is an active customer or whose parents or legal guardian are an active customer of DTC Communications and reside full-time in the cooperative’s service area. The required signature from DTC will be obtained when the application arrives at the DTC office. DTC will then send all completed applications to FRS by March 1, 2019.
FRS Youth Tour
DTC Communications (DTC) will be sending two high school students from within the DTC service area to the Foundation for Rural Service (FRS) Youth Tour in Washington D.C. June 1 – 5, 2019. The FRS Youth Tour will be a five-day, all-expense paid trip to Washington D.C. sponsored by DTC Communications.
The FRS Youth Tour provides students from rural areas with a first-hand look at the telecommunications industry. It educates students about the legislative and governmental processes. It also gives students the rare opportunity to spend four days in the nation’s capital visiting famous historical sites, including the Washington Monument, the Smithsonian Institution, the National Cathedral, the U.S. Capitol and Arlington National Cemetery. This trip will present the opportunity for students to meet other high school students from rural communities across the country and form friendships that will last a lifetime.
DTC Communications will select two high school students within the DTC service area that will represent the company and community well. The students must be in high school, age 16 or 17, at the time of the tour. FRS will not accept any student 18 years of age and over. No exceptions will be made. The students will be selected by participating in a short essay contest. Students must prepare a short essay, no more than 500 words, on “Which Technology Is Most Important to Me and Why”. The students’ essays will be judged on the clarity of message, and projection of idea, depth, originality, organization, reference, and grammar. The successful candidate(s) will be selected based on essay and all supporting documentation.
In order to participate in the essay contest, the student must maintain an overall B average. The student must be claimed as a dependent on the tax return of a DTC customer or its affiliate and also, must receive active telecommunications service from DTC Communications or its affiliate.
The application, a typed short essay – no more than 500 words, transcript or grades during high school to date, and resume that includes academic achievements and honors, leadership experience, extra-curricular and community activities, and work experience must be submitted to Anita Patrick by close of business on Friday, March 1, 2019.
